Dear Treasurers and Finance Chairs (copy to Pastors),

You may or may not be aware that churches are entitled to government refunds if they have incurred costs related to Healthcare for their employees.  One church in our Conference recently received a refund of $15,356.  In total, refunds received for churches in our Conference now exceed $48,000, with another $73,000 in the pipeline. 

Please see an e-mail excerpt below from one of our church Treasurers:  

“Dear Monte & Ross,
I want to thank you for bringing the Cost Stewardship service to our attention.  I submitted our paperwork on April 20, 2016, and just today, our church received a check from the United States Treasury for $3,096.15!”  Monte stated in an e-mail on April 23, 2016 that it was his hope that "these new found funds will help support your ministries and outreach in a meaningful way." I have no doubt that they will!!!"


The Affordable Care Act offers refunds of up to 25% of healthcare premiums paid by faith based and not for profit entities on behalf of their clergy/employees.  Refund checks are issued by the U.S. Treasury directly to your church.   While three of four available refund years have expired, 2013 refunds can still be obtained with about thirty minutes of effort.

GCFA (the denomination's Finance organization) has partnered withCost Stewardship to obtain such refunds.  Cost Stewardship will do the majority of the work based upon an on-line survey and other information that the church provides.  There are no up-front costs and if no refund is obtained, the church pays nothing.  If a refund is obtained, the church retains a majority share.  Cost Stewardshipoffers a stronger retention percentage for larger refunds.  Attached is a flyer about the program that was mailed by GCFA to each church last month.  Even if you decide not to use Cost Stewardship, they will give you a ballpark of the refund amount that you can pursue directly.

It takes less than 10 minutes to pre-qualify and obtain an estimated refund value.  You will be given the option to request a proposal for further assistance by Cost Stewardship.  They prepare all required claim documents and in 60-90 days your refunds are mailed to the church from the U.S. Treasury.
